SUBJECT: Appearance Enhancement Licensing Examination Pass/Fail Rates

Section 5005(1)(d) of the Education Law requires that schools disseminate to all prospective and enrolled students through an enrollment contract/agreement, or other appropriate publications and documents, and in appropriate languages as required by the commissioner in regulations, the "pass rate of graduates of the program for the most recent calendar year on any licensure or certification examination required by the state for employment in the particular vocational, trade or career field." The pass rates for the appearance enhancement examinations are compiled by the New York State Department of State. The Bureau of Proprietary School Supervision (BPSS) received recently, from the Department of State, the pass/fail rates for the licensing examinations for cosmetology, nail specialty, esthetics, natural hairstyling, and waxing. The information provided is reproduced exactly as provided by the Department of State except that the curriculum codes have been deleted. Schools are not listed in alphabetical order. Schools questioning their statistics should contact the Department of State directly since BPSS is only disseminating this information and is not involved in the collection, calculation, or reporting format of this data.

The statistics are based upon information collected between July 1, 2001 and June 30, 2002. The statistics for the pass/fail rates for your school for cosmetology, nail specialty, esthetics, natural hairstyling, and waxing where applicable, along with the statewide rates for these exams can be found on the BPSS website at:

Pursuant to the requirements in Education Law, I ask that you provide all prospective and enrolled students with the following information:

1. Pass/fail rates for your institution for all licensing exams where students were tested during the stated time period.
   
   
2. Statewide pass/fail rates for the licensing exams for cosmetology nail specialty, esthetics, natural hairstyling, and waxing.
   
   
3. In reference to numbers one and two above, provide the pass rates for persons passing on the first try and the overall pass rate.

You may print the information listed on our web page as a supplement to your catalog in order to comply with the statutory requirements. All information applicable to your school must be included. If a school wishes to provide this information to students in a location other than a catalog, please identify that to your BPSS field team liaison for his/her information.
