SUBJECT:   Draft Regulations

The Bureau has proposed an amendment to Commissioner's Regulations establishing requirements to clarify current policy regarding ESL school assessments and the assessment of newly licensed private (trade) schools, registered business schools and computer training facilities, and certified ESL schools. The draft regulations will be presented for discussion at the Board of Regents meeting in September 2005 and presented for action at the November 2005 meeting.  The scheduled date of implementation of the regulation amendment, if approved, would be November 24, 2005.

A 45-day public comment period on these draft regulations will begin once they are published on August 2, 2005.  However, any parties wishing to have their suggestions considered prior to that publication can email their comments to bpss@mail.nysed.gov.  In order for the comments to be incorporated (if appropriate) into the published version, however, the Bureau needs to receive the comments by the close of business on July 29, 2005.
