Call
to order at 10:40 am.
- Introduction and welcome to John J. Torpey as a newly appointed member of
the Proprietary School Advisory Council.
- Anita Braunstein of Computer Career Center (CCC) welcomes the Council and
audience and provides some background and history on the school.
- Approval of the meeting minutes of August 28, 2002.

- Updates from the Bureau of Proprietary School Supervision
(BPSS):
- BPSS is trying to get all schools into its e-mail group to foster quicker
and more efficient communication. All schools and their staff should send their e-mail
addresses to the BPSS administrator at BPSS@mail.nysed.gov,
or directly to Howard’s secretary, Barb Fabi, at bfabi@mail.nysed.gov.
These e-mail addresses can also be found on the BPSS website at www.highered.nysed.gov/bpss.
- BPSS just posted three new Policy Guidelines on the website to assist
schools in achieving curriculum review approvals, school license renewals, and
change of status requirements.
- BPSS and the NYS Attorney General’s office just won a summary
proceeding in the Supreme Court, New York County, against an unlicensed school
known as GE Career Center, Inc.
- BPSS completed another successful 3-day Director’s Course.
The course was held for 3 days and was attended by over 55 new school
directors. The next course is scheduled for March 2003.
- BPSS will be expanding itsTechnical Training Programs (TTP) being offered
to new and existing schools. A TTP
concentrating on the requirements for Certified Nurse Aide Programs will be held
on December 17, 2002.
- David Brieff provided a summary of the recent BPSS presentation to High
School Guidance Counselors at the NYC Board of Education.
- The BPSS Licensing Team will be hosting a workshop at the upcoming Career
School Convention on November 14, 2002 sponsored by the Coalition of NYS Career
Schools.
- Credit/Clock Hour Issue.
Howard Goldsmith reported that the effort to permit this sector to
utilize the term “credit hours” in certain limited circumstances is moving
forward. He will be meeting with
Deputy Commissioner Johanna Duncan-Poitier and representatives from USDOE in
December. The AC wants to get more
involved on this issue. Anthony
Stanziani will send a letter to the Deputy Commissioner expressing that interest
and requesting a meeting.
Sub-committee on
Electronic Capabilities.
Vincent Ferrara hosted the first meeting of this group on October 24,
2002. He provided the AC with two
handouts regarding developments in electronic signatures.
The sub-committee is also promoting the use of electronic attendance
records.
AC Report to the
Legislature.
Anthony and Mike are working on an outline for this report.
It will be presented to the AC at its next meeting.
Since the 1999 statutory amendments to Article 101 of the Education Law
expire on December 1, 2003, it is critical that this report gets submitted to
the Legislative leaders as soon as possible.
Presentations on Teach-Outs.
Concetta Gallo and Richard Cohen of BPSS presented information on the
mandates of Section 5006 of the Education Law.
This presentation was requested by the AC through a motion passed at its
meeting on August 28, 2002. Concetta
and Rich presented two recent cases of school closing and teach-out situations.
The study included two very different real closed school cases.
The AC noted that the presentation was very helpful in enlightening the
Council on the day-to-day duties and responsibilities of BPSS staff in dealing
with school, student, and public customers.
